the GTA_SA.set file contains config information from the last time you played the game. Since you have reinstalled it may contain outdated information which the game is trying to use. It is created at the end of Each Game Session, so deleting it won't cause any problem, and might solve your problem.

If you are a very skilled programmer it is technically possible to translate a PS2 save from v1 to v2; there are working tools for converting PC saves. No push button cheats used on Save Slot 1, Save Slot 2 has hidden tattoos. So I decided to boot up GTA San Andreas and I was greeted with the following message: Load Failed. Check Memory Card in Slot 1. Restarting game. I have NTSC v1 game. Steps I took to troubleshoot: Cleared my game cache. Uninstall from game details page and reinstalled. Uninstalled from Storage Settings and reinstalled. Copied my save game data to a flash drive before all this of course. Cleared my system update file and reinstalled the system update then reinstalled GTA an additional time. Yes, reinstall is the best option because quite a few people with the Steam version had the folder created right. But you might want to check under "C:\Users\Public\Public Documents\", that's where Vice City made a user files folder on Win10 for me. Although San Andreas got it correctly you may want to check just in case.
A San Andreas PC save file size should be 202,752 bytes. If the file size is correct then upload your save to GTASnP.com. If the Save Information and 100% Checklist reports appear to be correct then download the save and try it out. SnP will fix the checksum so the game won't think the save is corrupt, but if it actually is corrupted then SnP

Posted December 30, 2016 (edited) Nope, won't work. You're using a PS2 right Then, first release of SA is v1 and Greatest Hits/Special Edition/The Trilogy are v2. So, the script is different making your old save game useless with the trilogy edition. Edited December 30, 2016 by Inadequate. Mz.

If you don't think you can find the User Files folder and/or don't know the URL of it, type this in one of your adress windows. (i.e. My Computer) and paste this: C:\Documents and Settings\ {computer name}\My Documents\GTA San Andreas User Files. Note where I put {computer name} - don't copy that bit, rename that whatever the name of your
