the GTA_SA.set file contains config information from the last time you played the game. Since you have reinstalled it may contain outdated information which the game is trying to use. It is created at the end of Each Game Session, so deleting it won't cause any problem, and might solve your problem.

Basically, you are correct. PS2v1 saves are not compatible with the new versions. If you are a very skilled programmer it is technically possible to translate a PS2 save from v1 to v2; there are working tools for converting PC saves. A PS2 version would need to do the same thing plus move all the global variables to the new location.

- Another option that works with some games is to move your save files to a new folder in the main GTA San Andreas User Files folder, then start a new game and make one new save. Close the game and copy, or move the old saves back into the main folder again (keep the new save at least until you find the old saves are working again)..

So I decided to boot up GTA San Andreas and I was greeted with the following message: Load Failed. Check Memory Card in Slot 1. Restarting game. I have NTSC v1 game.
Steps I took to troubleshoot: Cleared my game cache. Uninstall from game details page and reinstalled. Uninstalled from Storage Settings and reinstalled. Copied my save game data to a flash drive before all this of course. Cleared my system update file and reinstalled the system update then reinstalled GTA an additional time.
Yes, reinstall is the best option because quite a few people with the Steam version had the folder created right. But you might want to check under "C:\Users\Public\Public Documents\", that's where Vice City made a user files folder on Win10 for me. Although San Andreas got it correctly you may want to check just in case.
A San Andreas PC save file size should be 202,752 bytes. If the file size is correct then upload your save to GTASnP.com. If the Save Information and 100% Checklist reports appear to be correct then download the save and try it out.
